Is there a device I can use to get other city's local channels on my TV?

My sister is a news reporter in another city. She told me that she heard about a device you can plug into your TV that you can buy at an electronics store that allows you to watch another city's local channels on your TV. Has anyone ever heard of this? And where do I get it/what is it called?

Answer:
She may be refering to a Slingbox. This is a device that will stream video over a computer network. However, the sending sling box would have to be in the other city.
