Why do my plasma tv cells turn off if screen is displaying all black?

I have a Samsung 550 plasma tv. When I'm playing a game or watching a movie, and it comes to a point when all the cells should be displaying pure black, it suddenly looks like my tv turns off. When any of the cells needs to display a color, they all turn back on and "display" black until the scene or game changes. Basically, my tv looks like it turns off and casts no light, then when any cell needs a color, they all turn on display black until changed. It's really irritating during a fade-to-black transition in games and movies. Is it a power-saving feature I can turn off somewhere?
