I would like to know what is wrong with my tv and how much will it cost to repair?

It is a 27" Fisher TV which is about 11 yrs old. When I turn it on the image comes out normal and the sound as well but after a few minutes I get these lines across the tv and the image gets smaller with the lines running across and it stays like that for awhile. The sound continues normally to whatever show is on the channel. Sometimes it fixes itself but it doesn't last too long. It is not a cable problem because the technician came and said it was the tv set...probabbly the tuner he said. I would like to know what is wrong with it and if it is expensive to repair. Is it worthwhile to get it repaired. I really can not afford a new tv set right now so I would like to know if ther's still a possibility.
