Can I broadcast an analogue TV signal in the UK?

I know, it's a bit of a strange question. Now that we are switching over to digital I'm sure I keep on hearing about how they are selling off the analogue bandwidth in the UK, if bandwidth is the right term to use. I've had a quick scout around the net but can't find what I'm looking for really. So, to put it simply, how would you go about broadcasting your own analogue TV signal? Is it possible, as in legal? How do you make it legal? I basically need my hand holding here. I haven't got a clue where to start as you can probably tell. Any help would be appreciated. Cheers.

If you can get a licence but who is going to watch it. The old channels are ear marked for other uses,so you would need to manufacture you own sets, and rent an area of the radio spectrum.
