Test the TV with different inputs: over-the-air antenna, DVD player, game box, cable or satellite box, etc. Picture missing with only one input? You’ve partially solved it: bad source, jack, or cable. Picture missing on every input? First, unplug the TV and leave it alone for 15 minutes or so, then plug it back in and try it. Sometimes a cold restart will solve these problems, just like with your computer. No help? See if you can at least bring up the menu. If you can, check your owner's guide for the procedure to reset the TV to its factory default settings, then do it. Otherwise, it's a job for a repair center, and if the set isn’t under warranty, you may find that the repair expense would be better invested in a new set with a new warranty and the latest features.

Unplug it for about fifteen minutes then plug it in and try turning it on. You can also try holding the prongs of the plug against something metal( both prongs at the same time) and plugging it in without waiting. This works for my old toshiba tube tv.

Chances are that your TV has an internal defect which can only be analyzed and corrected by competent technicians. There are no user serviceable circuits inside.
