    I service tvs for 31 years...older, more $$ sets used to have many adjustable trap filters inside your tv to keep the video signal out of the audio signal ..these newer sets are cheaper, and it is accomplished with a NON adjustable part called a SAW filter...these somtimes drift off-tolerance, and often when the video(picture) changes , the video can drift into the sound, and youll hear it as a buzz. ...check the SAW filter..happens quite a bit..

Well I sometimes get that problem it should help if you increase the volume of your TV and if you got cable or something like that you should turn it down or the other way around that should help.

There is a failed decoupling capacitor in the video circuit. Your local TV repair guy can fix it up for you.
