Answer:
I would cut out steps 1 & 5. Buy an entry level Canon (600D/T3i) or Nikon (D5100). All the P&S will do is let you learn composition while having little or no control over exposure settings. You can always use the DSLR in auto or semi-auto mode until you get the hang of it. Instead of step 5 - spend the money you would spend on the "professional DSLR" on some quality lenses. Your CAnon/Nikon body will give you years of service if you look after it and good lenses return more quality per $ than a new body. Don't bother with Photoshop until you are a fully competent photographer. It is too tempting to use Photoshop to try a make a decent image out of a poor shot. That makes you lazy and will stop you from learning good technique. Far better to force yourself to get it right in the camera than rely on rescue work afterwards. When you are fully competent you can then use Photoshop to polish very good images into excellent images.

Buy an entry level dSLR or a basic mirror-less camera. Check the prices of Olympus E-PL1, that should be pretty close to 220hs but has dSLR image quality and features. You can save a lot of money and get great images right away. Good luck.
