What is a "semi DSLR"? Half a camera? If you mean DSLR the the aperture range is a feature of the lens not the camera. Most go down to around F/22 from F/1.2 to F/5.6 If you mean "bridge camera" then you will have to research that using google to look at the myriad of different models! Nobody will have that info at their finger tips. EDIT Your additional details make it clearer. You will struggle to find a non-DSLR with smaller than F/8 or 11. The small sensors in these cameras cannot handle small apertures without massive diffraction causing out of focus shots. At the other end small F numbers cost money because lenses use more glass and are harder to make. So again F/3.4 is average, you may get F/2.8 but will probably lose out on zoom range. Lenses are a compromise and the compromise gets very difficult in the short focal lengths needed for small sensors. I would say that F/3.4 to F/8 is pretty much par for a bridge camera.

when you mean semi dslr do you mean "beginner models of dslr"? if you check out this website: http://www.the-dslr-photographer.com/2009/11/which-dslr-to-buy/ scroll down to "Which dslr to buy" you can see the beginner models, semi pro models, Professional models. You can see the price and look at the reviews and choose the best one you think you like :D
You can get better max aperture in a camera like the Canon S95 or S100, but I don't know of any point and shoot/bridge camera that has a minimum aperture of more than f/8. Anything smaller will introduce diffraction from the aperture itself, and that is why you never see anything like f/16 on a P&S. At f/8, the depth of field on a point and shoot is almost infinite as it is.

What do you mean by semi DSLR? As far as aperture goes it all depends on your style of photography... The lower numbers are brighter and blur the background more. The high numbers are a bit darker(Easily fixed) and bring out detail in wider 'range'. Also the range shouldn't really matter if your experienced with using just one or a few aperture setting.

My Nikon P7000 has an aperture range of f/2.8 - 5.6. It has been replaced with the Nikon P7100, so the P7000 has been on close out sale, so it could meet your budget goal.

Lenses have aperture ranges, not cameras. I assume you will be looking for a DSLR with interchangable lenses.
