What are the best DSLR cameras for beginners?

I am looking into purchasing a digital SLR camera. I have been asking around and people have recommended the Canon EOS Rebel T3i and the Canon EOS 550D. I am looking for something inexpensive also. I just really want a camera with good picture quality and I am interested in learning more about photography. Any recommendations for a beginner DSLR camera?
