Answer:
If it's on your pc and you use Windows, right click on the file and open it in Paint. Click on image-->stretch/skew. Under stretch, replace the 100% default in the horizontal and vertical blocks with 30% and resave it. That should more or less achieve 1mb to 200kb. You can expirement with the percentages, to see how far it resizes. You will not notice any difference on a pc screen, even if you compress it further to around 80Kb. (For prints I would retain the 1mb). It is handy to know this, even if you do download Picassa. If you travel, you can go to an internet café, resize it with Paint, and email it. I see the Facebook tool also self resizes on upload.

I have a better answer. Google XP power tools, they have something called the image resizer. The programs takes seconds to download and install because it is so small. All you have to do once the program is installed is right click on you picture and you'll see resize image and then it bings up a box and you can pick the size you want. Its perfect if you have myspace or want to email pics. Good luck!

Your camera has probably compressed the photo as far as compression can go. Compress it further and you will lose quality. JPG is a file that loses quality every time you open it, make a change, and then save it. Best bet is to crop the photo to the size you need it and which works for you. This will automatically make the file size smaller Another way is to save the file as a lesser quality. For example, in photoshop when you save a jpg you can lower the number ( 1 to 10) and the picture will be smaller. What you are asking begs the question - why are you trying to make the size smaller? If it is because your card is small, buy a larger card. They are dirt cheap. If you are trying to email it, most email programs ask you if you want to make the picture smaller or leave it the same size as the original file. Norm

If you download your photos to your PC and have " Picasa " installed , you can e-mail photos and Picasa reduces them for you ! Picasa is a free download from Google ! It is first class ,it is the best photo handling programme that I know . Try it ! Cheers Pete EDIT All good answers and I will also try Google power tools ! Thanks Brock_la
