  Best is relative. What are you looking for in a car? Something fast, nimble, gets great MPGs and is cool looking at the same time. Both of these cars can do that but they have differences. Mini gets great gas mileage, handles really well, and looks good. No family, and you don't haul a lot of stuff this would be a super choice. The 1600cc motor is limited even in the Cooper and S models, but they are no slouch because of the HP to weight ratio. GTi is a bigger car, seats 5 in moderate comfort, even on a long drive. Does not get the mileage of the Mini but is still respectable getting near 30 MPGs. The 2 L turbo can be modified to produce over 250 HP without any major changes and is still very streetable. A GTi turbo can be made to actually be quicker than an R32 VW. The VW seems to me to be a better balanced car when driving hard, but the Mini is so much more fun in traffic. So what is best, or better? It just depends on what you want it to do,,,
