Is there any good animation programs or website that could help me make a movie?

So I want to do a movie that's animated but I need a animation program or website. If you find one I'd really like that because I have a really good idea of what I want in my head and I really want it to be real! The animation Is kinda like a cartoon show. For example: Scooby doo, bugs bunny, futerama. I think u get it ;)
