crack the fuel lines at the injector and turn the engine over until you see some fuel start to come out. Tighten them back down and it should fire. Like fishers said you need to bleed the system of the air in the lines. You can also use ether/starting fluid to run the engine until it will run on its own just spray it in the intake and crank it over. You can run it off the ether until the system bleeds itself.

The system needs to be primed. Get out your owners manual and it will give you instructions.

how long since you changed the fuel filter ?

Did this vintage have the hand pump on the firewall mounted filter? I know I have worked on Gm's that did just dont rememember which ones they were. There was also a bleed port on the engine so you did not have to mess with fittings. I would not use ether if you dont know what you are doing. Ether can really destroy a diesel if used wrong.
