Why won't my 2003 dodge neon start after stock radio re-installed?

My friend re-installed the stock radio on my 2003 dodge neon. Since doing so, my car will not start. When I put the key in, only the radio and lights turn on, so I know its not my battery and I replaced any faulty fuses. I then brought my starter to autozone, but it was fine. Someone had mentioned it could be the anti theft system, if so, how do I disable, fix or rest it? If not, what other options do I have? I do not think I have the user manual, seeing as I bought it used from the owner and not a dealership.

Answer:
Some cars run the anti theft through the radio so you have to take it to a shop and get it reprogrammed
