Why did all my 96 Dodge Ram clearance lights stay on after I installed a 40A fuse marked for a trailer?

I towed a trailer the other day that took out the 15A fuse that protects the tail/clearance/dash lights. So today I went through my fuses to get everything working again. I noticed a big square 40A fuse under the hood in the main power distribution box labeled "Trailer". This was blown. I do not know if this was recently or if it has been blown for a while. Replacing the 15A fuse in the fuse block in the dash repaired the tail/clearance/dash lights as expected. And I replaced the big square 40A "Trailer" fuse under the hood while I was at it. After I got home after dark and shut down the truck, I noticed all the clearance/tail lights still on. Nothing I did with the switches could make them go off. I pulled the 15A tail/clearance/dash fuse and THEY STAYED ON. That was the first weird part. I put that fuse back. Then I pulled the 40A "Trailer" fuse under the hood. The lights went out. I put the fuse back in, but they did not come back on, just as they did not come on when I initially installed this fuse. I have left this fuse out for now until I figure this out. This is the Dodge Ram 3500 dually 5.9L Cummins Turbodiesel with an automatic xmission, if it makes a difference.

the reason they stayed on is the light relay is stuck in the on position,you,ll have to replace that,that's what originally blew the fuse in it,i own a 97 model and it done the same thing because of the trailer lights on it,good luck.
