Whats is the best Gaming PC for under $1300?

Hi I need a good PC that will run TOR and GW2 on Ultra I have never build a PC before but am prepared to try or get a local Computer shop to build it for me i'm also happy to buy a pre-built system so I was wondering whats the best I can get for this budget and is this a reasonable budget? Thanks,
