no increase to speak of,didn't add hypo heads or larger lift cam.horse power is determined by the lift of the cam,and the cfm of the heads,what you have here is just add on stuff not worth much with out doing major internal motor mods. first.

Ok, so far there's been a couple good attempts to answer the question, but no intelligent ones. First, a serpentine drive system won't alter power much unless the pulleys are much lighter than stock. An estimate is for every 1lb of rotating weight you remove from the pulleys you can gain about 1.5-1.7hp. Depending on how restrictive the stock intake manifold is, will determine how much power the intake manifold will gain, and where it will gain it. As someone else said, you might not gain much HP with it, as it's a street manifold so it will maximize power in street driving speeds, or below 5000rpm. This means you could gain a decent amount of torque possibly, maybe 15-20ft-lb, at low engine speeds, but only gain 5hp at peak. It will make it a more fun engine to drive, just not drastically faster. All the mods you listed won't make enough difference to justify a bigger carb. Starter, if it's not broke, don't fix it, unless it's light weight, then it just saves a few pounds. Water pump, unless it's a more efficient design, won't gain much either, maybe 1-2hp. Ignition upgrades will only make a difference if the stock system isn't up to the task, and for a 290hp engine, it's unlikely that it's not up to the task, however the ignition upgrade, using a 6AL, will allow you to adjust the timing easier which can increase power across the board to the tune of 1-5hp, depending on where you start with timing and where you end up. Last would be the balancer, which, while it isn't made to increase performance, being more of a reliability item, can produce a couple extra HP if it does a better job than the OEM balancer at doing its job, and removing additional harmonics. So, grand total, you could produce as much as 30ft-lb at low RPM, 10-15ft-lb at peak, and anywhere from 10-20hp peak.

what you got there wont get you much. the starter, if it does anything is lighter. that does make you faster, but not more powerful. i'd be suprised if its 5 lbs lighter. take out the trunk liner and carpet peices, you can save 5 lbs right there and nobody will see it. and it wont cost a cent. acc drive, water pump, be lucky to free up 1 hp there. you could proably get about the same hp increase with a flowmaster exhuast system for much less total price. combined with the intake and carb, you'd get more. do the head also for big gains, do only the heads and get more then any of the others do. more powerful ignition systems are something you do when you give it a reason to need more. cam, higher compression, nos.... just adding it to add it and you may not see any increase, but it would work well later on with more upgrades. you want power, those arent the places to get it unless you just want to spend as much as possible and get very little out of it.

Those are NOT power gaining parts. That crate engine was dyno tested and rated with alum dual plane intake a 600cfm 4bbl carb and headers. So they ONLY thing on your list to gain power is the MSD ignition kit and heres the stright dead on truth... They do work, work well and builds power but ONLY in engines that needs the extra spark to fire the plugs like high compression, high cyl pressure, turbo, supercharged, or heavy nitrous'ed engine. In a mild 300 HP engine if your dizzy/ign system is working right you might gain 1-2 HP at very MOST with the 6A box setup. Now in big cam'ed engines that has a prob loading up and flooding out at idle, the CD ign systems keeps to cure that prob and on engines where the cyl pressure is high enough to blow out the plug flame, it makes power there and works. The serpentine accessory drive kit will eat up a tad a HP. The big heavy, wide belt takes more power to turn that the 2 or 3 small V belts Starter aint going to give you any power, damper aint gonna change the power, nor is a water pump. If you want to make more power its heads, cam, compression. Swapping to a mild performance cam will gain you 20 HP or so.. Getting compression up to 10:1 will gain you 15 HP or so. Swapping to better heads like vortec heads will gain you 40-60 HP or better

Well, the only real parts to add hp/tq in your list is the Wiand Action Plus and the Avenger. I believe the 290 was tested with a decent 4bb on it, so the add-on from that combo is probably maybe 2-3 hp. The Wiand is a great street intake - its a good dual plane for building low end torque. I'd guesstimate that, in a street car, with good headers, the addition is probably worth about 15-20 hp at the peak if you're lucky, with an equivalent amount of torque. The good side is that you probably will lose nothing down low. I know that doesn't sound like much, but the stocker 290 has a relatively tame cam. You won't be building much extra power without changing that out, and the engine was tested with a relatively good flowing intake/carb to begin with.
