How to make a horizontal parallax website?

Who do you ask (company) to make a website or, what website do you use to make a website?

  I'm not quite sure what you mean. Do you mean that you are developing the website or that you just have ideas for a website. If you just want to put your website on the internet you will need a webhost and you will need to register a domain name. Both of which can be found with a quick Google search, if you only have an idea and would like to make a website, I would recommend checking out http://thenewboston.org/tutorials.php , watch the XHTML & CSS tutorials, followed by the JavaScript tutorials (optional but will allow you to make interactive websites) and finally the HTML5 tutorials (also optional, it teaches the latest web technologies, and requires the JavaScript course). Finally don't be put off, if it looks scary its actually really simple. :)
