Tablet Vs Android Phone for Video Chat in India?

Hello, I am debating about sending either a Android 2.3 tablet with camera or Android 2.3 unlocked phone with camera to India for Video Chat with my family. Currently I am in US, I am willing to spend upto 150$ for either. Thats not a problem. The only thing I would have to worry about is Data speed on In-Home high speed internet or Cellphone data plans. Skype and Yahoo Video chat has free android App, and I have noticed very good quality on Video on those apps. On scale of 1-10 for Technical IQ of my family, I will put them 0.5. They can be trained to use it, thats it. They cant troubleshoot any issues with WiFi and stuff. With that in mind, My main goal for this solution is Least techincal support issues & good quality Video. The other secondary issue is Price, a In-home high speed internet cost about 400Rs with WIFI for Android Tablet Vs Wireless Cell phone Data plan may be a cheaper option for Android Phone. HighSpeed Internet with WIFI vs Wireless Data plan ? I would like to get your opinion about it and see if I am missing any point. Your Opinion would be appreciated, Please comment, Thank you!
