Most people can not afford an extra $200 to $400 or more to get out of a contract, so they keep paying the contract off. The phone companies realized that if they give phones away or sell them at a discount that more people will sign contracts for cell phones plans. Prepaid cell phone providers even sell phones at a discounted price to get people to buy cell phone plans. If you sign a contract for a cell phone and the phone breaks you still have to pay for the cell phone contract. So you can either buy another phone and have phone service or not have a cell phone and pay for cell phone service.
