    It is not impossible, but is is extremely difficult. To become a veterinarian, you have to go to veterinary school. Veterinary school is more difficult to get accepted into than dental or medical school. As an undergraduate (4 years) you would study the sciences, typically people major in zoology or biology and try to take as many animal based courses as possibles. You need an extremely high GPA because there are very few veterinary schools, but there is a lot of competition for them. You have to take the GRE, which consist of math and english(vet schools consider this their entrance exam). You also need to get experience with animals-most people just get a job at a veterinary clinic so that they can amass a ton of hours. If you are fortunate enough to be accepted to veterinary school, you need to be at the top of your class because marine veterinary medicine is one of the most sought out specialities. I think you have to go to school or unless you know someone that is one and they get you a job where they are. That would be a fun job and I would like to become one too.

First of all you will need to qualify as a vet with a degree in Veterinary Science. Once you have that, you will need to do post graduate work, usually a PhD in some aspect of marine mammal vet science. On the way, picking up an extra major in marine biology would do you no harm. As most of the marine mammals you will be dealing with will be in zoos or theme parks, you will probably need knowledge of a wider range of zoo animals so you can treat them as well. Worldwide there would be very few vets specialising in marine mammals. I doubt there would be more than half a dozen in the USA.
