How come Ethiopia is not part of the ICC?

I have been following the case in Sudan, specifically the ICC case against President Omar al-Bashir. I know that he moves about through many African nations and I noticed that one nation he traveled to was Ethiopia. It then mentioned that Ethiopia wasn't part of the International Crimes Court so they have no requirement to extradite al- Bashir, but I was wondering why they were not a part of the ICC? Any information would be helpful, I'm just curious! Thanks!

Ethiopian leaders themselves are wanted for crimes against ethnic Somalis in Ogadenia region and Oromo ppl in Oromia.
