  Leisure and tourism is a great money maker for developing (as well as developed) economies. It contributes to peace (since tourists are primary money contributors people will think twice before starting a shootout and scaring all tourists away), it brings money into an economy, it lowers unemployment, it gives young people something to do (i.e. work), and it lets tourists see beautiful places. On the negative side, it can kind of be thought of as working as a "dead end job" for an economy. There's not much upside to working as a busboy when your entire economy is structured around being busboys. It's also not good for the self esteem of those in the developing countries, waiting on the (most usually white) foreigners having them order you around, politely or otherwise - this can breed resentment.
