You should be a little bit more specific. Where in the Middle East (which country) and where in the USA (which state). Assuming that about working in the Middle East you are talking about wealthy and savety countries like the UAE, Qatar, Oman etc, you first would have to find out the requirements for a nurse working in each of these countries. If you meet the requirements, then next step is to look online for job openings/offers. If you find a suitable job offer, send in your cv and hope to get shortlisted. Step two is to compare the offers: salary package. What does it include? What do you have to pay by yourself? Then do the math. In general I can tell you that the US and the UAE are short on good educated nurses. Sorry, but true is also, that if and where you will get a job will not only depend on your qualification, it also will depend on your nationality. Qualified asian nurses who came to the UAE to work are also wanted in the US and Canada. Again: look at the offered salary package and do some math! Please compare what hospitals offer, if you have to pay any taxes, if housing is provided, working hours etc. Then go where you meet the asked requirements and where is best offer from. Well, it depends on how you measure "Best". In the Middle East you would be paid more, no taxes, secure transportation, room and board.

That depends on how you define Best! If you want money, time, prestige and amenities to go with it then I would say America. If you want to help the poor, work long days & deal with every deisase on Earth then I would say the Middle East or better yet Africa. Of course, you can still make a lot of money if you go to a place like United Arab Emirates or if you went over with Halliburton. Of course if your a woman, look for your civil rights to be extreamly limited...over there women are only worth 1/2 a man. I myself would choose Africa. If I had a skill and the freedom to help I would look up volunteers without boundaries (see below)!!!

Depends on how much you love working for nurses. There are a valiant few who put their lives on the line for such work (working in the middle east and africa). Those are the ones who live their jobs and deserve to have monuments made after them.
