Can a minor order his own birth certificate in Texas?

Order a replacement birth certificate but wasn't there to sign for it?

• So yeah, I ordered my birth certificate, but then a little while later I went up to Haliburton with my mom. My dad and sister were at home, but they apparently weren't there to sign for the birth certificate either - and it must've come, I ordered it around a month ago, and I'm pretty sure it DID come during the time I was away. Now I just need to know.. How would I go about getting the birth certificate then, if I wasn't there to sign for it? Would it be at the post office, or would I somehow have to contact Service Ontario (where I ordered it from)? Because I really don't know how to go about doing that... I mean, the bill came already stating that it's been paid for and whatnot. What do I do now?
