    Good question; in everyday matters, there isn't much difference. Legally though, there is a difference. Provinces have powers over their own affairs which have been granted by the Crown (the Queen). That means the Federal Government can't take those powers away. Territorial powers, on the other hand, are all granted by the Federal Government. So Ottawa can legally take full control over one or all of the territories whenever it wants, or remove powers from them and rule directly. Unless you're a constitutional lawyer, it doesn't make much difference.
