A senator or representative introduces it into Congress. Then it goes to the relevant committee. If it passes there, it goes to the floor of that house and is voted on by all the senators or representatives. If it passes again, it goes to the other house of Congress. I'm not sure whether it has to go through a committee again or whether it's just voted on by the entire body, but if it passes that house as well, it goes to the President for his signature. If he vetoes it, it can go back to Congress, where a two-thirds majority in each house can override the veto.
