I just joined the Oregon National Guard, can I easily get a residency card?

I'm a California resident And I go to school in Southern Oregon. I just joined the National Guard and I want to become a resident of Oregon, but I know there's a lot of hoops to jump through because they don't want to lose money on out of state tuition. The Guard already gives me in state tuition so I was hoping if I brought in my military ID and my contract that it might give me a leg up in establishing residency? And do you think I could declare my dorm address as my home address? Thanks.
