Can I claim a tax rebate?

Can I claim 2nd Adult Rebate on my Council Tax, if a third person in house is a student?

• I am currently paying off arrears on my Council Tax due to having had the 25% reduction for being the sole adult adjusted for dates when my two daughters were both in and out of full time education. There is a period of about nine months durig 2008/09, when older daughter stopped studying and was receiving job seekers allowance. I was recently informed that her being on JSA meant that I was not entitled to the 25% reduction, but that I could claim 2nd Adult Rebate instead. However, today I learnt that this is not the case, as my younger daughter was a student at the time, and you can only have a reduction for one. This doesn't seem right to me; when they were both students I got the reduction. (It does seem that as quickly as I try to provide the necessary proof they ask for, the goal posts get moved).
