What Is Man Power Planning?

Man power vs brain ? which one is better?

• is having a huge man power is better than having very smart people ? for example : people always say that china is has a strong military , economy ... becuase of its huge man power , it has about 600 million men who are fit for service , plus another few hundred millions who make the backbone of the chinese economy . so when compared to countries like switzerland , netherlands , italy , france , germany , japan , australia , UK , israel , Russia .... people say that china whill always win ( well except for the USA ) because of its man power . so is it true that man power alone ( iam not saying that china is not developed , but when compared to other european american countries it's not that developed ) is enough to win a war , have the strongest economy , and control the world ? or brain is more important ?

  I know this is gonna be a weird/kinda bad analogy but bare with me. Who wins a war the people with 1000 swords or the guy who can push a button and vaporize them in an instant? A more advanced country is more likely to win, however, even if they aren't as advanced the over man power can make up for it in some situations.
