How can I get the seal of the US Consulate general in a Power of attorney?

I am and Indian Citizen, but my sibling is a US citizen. After both my parents died, my sibling migrated to US. I am staying back in India. We are both legal heirs of our parents land properties. However, as far as the other person is not in India I cannot sell any of the properties. So I sent a Power of Attorney which is printed in an Indian Stamp Paper, to the other person. Meanwhile, other person has some physical disabilities to travel up to the US Consulate in Washington DC. Is there any other option to get the Power of attorney sealed from US Consul? My Local Register officer asks for the seal of US Embassy in the Power of Attorney. They seem do not accept Notary seal. So what could be an alternative?
