Why does the canada's sex offenders law seem to protect the criminal more than the general public?

I live in Ontario Canada, and the laws here in this country regarding sex offenders excuse the pun rather offends me. First off the law does not allow the public to access the database and find out what kind of sickies may live in their area of residence, only the Canadian Government and the RCMP have access to this, and at the same time of the convicted sex offenders in this country their is a 40 percent average that they will re-offend, so my question is how is this working? I actually grew up in Burlington ont, and went to school with Leslie Mahaffy ( a murdered teenage school girl), and it was poor police work that i believe led to her death, long before Leslies murder their was much evidence that the police had that Paul Bernardo (the murderer of Leslie) was in fact the Scarborough rapist, Paul and his wife actually murdered his wives sister and astonishingly they hardly investigated that and just took it as a accident. Quite frankly i believe our countries laws currently regarding sex offenders could lead to the same tragic misfortune that Leslie received because of a incompetent law that says " we won't inform the public so parents could keep a closer eye on their kids, we will just wait and hope something bad doesn't happen, and if it does then we'll do something!). This law is garbage and does not make me proud to be a Canadian in this circumstance.....does anyone agree?

It is the same in the UK, but will change soon, a lot of it is because the governments do not want to see the public take the law into their own hands. If you beat up one of these people you will go to jail. A lot of revenge would be taken out on these people. If some one touched any one of my children like that i would have to do something to get revenge and would end up going to jail for it. I agree with you, personally I would have them on chain gangs for the rest of their life and never put back in the public domain. Death is too good for these types, maybe they could be used to clear up mine fields after a war, or tested on rather than animals. Calming down, this issue needs to be addressed and we all have to look at how these people end up like they do and what to do with some one who clearly should not be in the public domain as they lack the basics of humanity.
