Can i use USPS to ship if im from canada?

canada post is really expensive and i want to ship some gifts to a friend down in the US. Can i go down to Washington and ship with USPS or do i have to use Canada Post since im from canada?

Yes, you may mail things through the USPS if you do it from within the U.S. Your citizenship does not matter.

You can go to Washington if you want. They don't look at citizenship when shipping packages. If they refuse it I don't know if you would get it back though unless you paid postage due on it when your post office recieves it.
