How can I make free advertisement website?

HELP!I need to make a free advertisement on known website in Germany,Holland & Singapore is it possible?

im working on a hotel and we are starting an overseas market specifically on that countries..my boss ask me to find popular website/blog in Germany,Holland and Singapore because he's planning to make a free advertisement if it's possible. We don't have any budget for advertisement though so we do any possible things to make our hotel known to that countries..the advertisement is like a forum where people could put their comments about the hotel and their stay.. i need popular website on the specified countries and i want to know if our idea about this matter is possible? thanks!!!!
