  Woo-hoo, mister, your question is worth an article on Wikipedia. Or something similar. I mean it's a big one. But I'll try... ;) Living costs are on the constant rise there, but they are nothing in comparison to the U.S., for example. I mean some basic stuff, like food and gas, can cost as much as in the West, but the living (rent), transportation, etc. are much, MUCH lower. You'll not pay more than $400-500 for the nice 1-bed in the city center. Further away locations give you even better deals. Higher education is mostly free for qualified natives. As for you, a foreigner - it WILL cost, but 1) prices vary greatly, so it's best to contact the institution of your choice and 2) tuition fee is still just a fraction of the one in the U.S. Prepare to pay only several K per semester. Natives there are very hospitable and friendly towards foreign people. As long as you're friendly towards them and willing to learn odds and ends of life in these countries... Oh, did I mention the 2 main attractions for the prospective student, namely girls beautiful beyond imagination and cheap booze? ;))) And wait, there's the 3rd one - really good quality of education. ------------------ I hope this will help - for the beginning.
