Is texting someone from the same state, but vacationing in another country, charged?

I am a T-mobile user and I have unlimited texting. I have a friend who lives in the same town as me, but he's on vacation in Canada. Would I be charged for texting him or would he be charged for texting me? Once again to make it clear, I am from Illinois and he is as well, but he's just visiting family in Canada.

Unlimited is only within your phone operators geographical region. USA and Canada are 2 "international regions" so you are charged (heavily) for "roaming" i.e.sending texts.
