I have to travel to US on a B1 visa . Can I get a FL drivers license renewed in SC when I get there?

Previously I was in US and had a florida drivers license which is expired now. I have a SSN that was issued during my university employment. Now, I will be in South Carolina and NY. Please note that I have driven only in US and not in my home country , India. I also do not have a license from India.

No. You need to bring your passport and Visa to the South Carolina DMV and they will step you through the process of getting a S.C. drivers licence. If you old was was still valid it's a simple trade from one state to another. Expired you have to get a brand new one.
