Whats the best state for a handicap person to get the most benefits?

• Whats the best state for a handicap person to get the most benefits? I live in Georgia & it sucks here, i have had lots of nurse from other states even agree that Georgia is far behind & i should move to get better benefits but i wouldn't know where. It took me years to get a wheelchair, than 2 years too get a ramp, now it's taking for ever to get transportation just to get out. So please tell me where you think i should move so i can get out of this backwards state.

  California and New York are progressive when it comes to social programs and services but California has been cutting back over the last 8 years so I dont know. And everything is expensive here. I would go say to Arizona or some less expensive state. Oregon does not have money for services and most states stopped a lot of funding when George Bush was in office and has not been restored yet. I think Washington D.C. might work out better. Their services must be good.
