Which is the better place to surf - Destin or Panama City?

Has anyone been to the Big Kahuna waterpark in Destin, FL?

I am trying to decide if I want to go to Shipwreck Island in Panama City or Big Kahuna's in Destin. Which one has the best rides? Does Big Kahuna have plenty of "big rides" for adults or is it more of a "family" place with more of kitty rides? Any info will be helpful, Thanks!
