Answer:
There used to be a bus that went from DC to Rehoboth two years ago but it shut down due to lack of interest. You're going to have to take Greyhound to Ocean City (which will require a transfer in Baltimore). There you take the Ocean City bus up to the state line where you transfer to a DART First state bus.

There used to be bus service to Ocean City, MD. From there you'd have to hitch or take a cab or the resort bus to Rehoboth. How about renting a car?
