    It's 16, like everywhere else in the US (? don't quote me on that). The new provision just requires that, if you're under 18, you need to take a certified driver's training class before you can get your license. If you're over 18, you don't. Simple as that. It's really just a racket... but there's nothing you can do about it. But you can still apply for your learner's permit at 15 and, as long as you take such a course, get your license at 16. But this is all written in the driver's handbook which, first thing first, you should probably read (but it looks like you still have a couple years until it's time for that, anyway).

When you get a driver's permit (usually around age 17), you can drive but there has to be an adult in the car with you. After you've had your license for over a year, then you can drive alone (usually around age 18).
