Answer:
Tonalc has given some good suggestions but I disagree with blanketing the Western Addition as a bad neighborhood. There are a few blocks between Laguna and Fillmore and Fulton and Eddy that are pretty rough but Alamos Square, Lower Haight, Mid to upper Fillmore and Divisadero between Haight and Fulton are quite safe. Even the tenderloin is ok during the day as long as you follow big city rules.

Bayview/Hunters Point, Western Addition, some parts of the Excelsior and Mission districts, the Tenderloin especially around 6th Street south of Market. Because SF is so small, you could be in a rough neighborhood, walk three blocks and be in an upscale place (such as going from the Tenderloin to Union Square).

Within San Francisco, the areas are much smaller and quieter than in the Bronx. You have to remember S.F. is a small city. You probably would find something comparable to the Bronx in a larger city, definitely Los Angeles. There is nothing comparable because the standard of living is higher here. Where you live in the East Bay is probably the worst, parts of Oakland and Richmond worse than in SF because they are low-income and there are shootings all the time. Most low income people have moved out of S.F. Except for areas already mentioned, I would add any neighborhoods where there are housing projects like Geneva, Sunnydale in Portrero, Visitacion Valley, Bayshore. I would not include Western Addition. Most everything is middle class in S.F. except for a few areas but the type of crime is much less violent than the Bronx.

Tenderloin, Hunters Point, parts of Mission, downtown Market Street at night.
