Where can I go in San Diego to see fireworks on New Years Eve (for free maybe)?

Every year I head over to Shelter Island to watch the fireworks on New Years Eve. It is not over crowded and you get a beautiful view of the bay, downtown and the fireworks. And as a plus if you are into it around 11:30 people gather at the large bell at the end of Shelter island and anyone who likes has an opportunity to ring this huge bell. They only open the bell to the public this one night of the year. There is usually a nice gathering of people there and you literally are ringing out the old and ringing in the new and then get to watch the fireworks display immediately afterwards.
