Modeling Agency's in Oregon?

I'm looking for a modeling agency that will allow piercings (not a massive amount.) And Colored (blue) hair, or at least the piercings. I have snake bites and my tongue, and small gauges, I am fine with taking out the lip rings, the tongue you don't really see, but the gauges I don't like to take out. I can dye my hair back to a normal color if really necessary, but I'd really rather not. I went to an agency in medford last year, but then I refused to take out my piercings. Anyone know where I can find one... P.S. my sister is almost 30 and has been with several agencies since she was about 13, they were ALL scams, took her 500 bucks and were out of business five months later. she is hot as hell and this was IN OREGON too.
