Answer:
My wife and I moved to Phoenix in 2000 and love it. I have to say though to get an apartment in a part of town that you would feel comfortable in you will be looking at a bit more than $400. My wife and I live in Glendale right by the Cardinals stadium. We are in an 1100sf apartment and we pay about $1100. This is pretty typical cost for being near activity and in a decent area. As far as areas go, there are a lot of good areas, but a lot of bad areas as well. I would really recommend either visiting for a week or so or moving out and getting a short term lease so you can investigate areas. You didn't mention where the hospital is located so its hard to give you areas to look at, but here is a general rundown. Scottsdale is mostly good but pricey, tons of nightlife and shopping but you can now find comparable areas elsewhere if you look. Tempe has nice areas and bad areas, a younger crowd (because of ASU) and lots of bars, restaurants and shopping. Gilbert and Chandler are both nice and fairly family oriented but again, have some bad pockets that you don't want to be in. In the West Valley, less to do and have to drive typically to get to shopping and restaurants unless you live in the Arrowhead area, which is near Peoria which has highly rated schools. West Valley also is the cheapest (although that is changing too). The main tip is that you may want to visit to check out areas and find an apartment first, talk to your future coworkers and see where they live. Hope this helps a little.

I'm going to piggyback on the first answer which covered some very good points and try not to be repetitious. I'm from the Phoenix area and now live in Livermore in the east bay so am familiar with both metro areas. Phoenix is much closer culturally to SoCal than the bay with the "mall" culture, chain restaurants, etc. Kind of like a small LA with less smog and hassle and no ocean. It is a new city and doesn't really have an identitiy of its own. I call it the 6th largest small town in America because it's so suburban that it doesn't feel "urban" like SF. I don't foresee any racial issues for you because there are few ethnic neighborhoods and everything's pretty generic, though you may see limited diversity. After moving I suggest buying a house ASAP if you can-- it's not gonna get any cheaper and owning has lots of benefits. The one negative of course is the summers; prepare for a shock there. Days over 110 are not uncommon and often it doesn't get below 80. That said, you CAN get used to it. It will take time though. I have to disagree slightly with the other respondent about location. There are exceptions, but basically, the farther North or East you go, the nicer it is but there are good neighborhoods everywhere except downtown. Try to live in Scottsdale (anywhere in town) if at all possible. Overall, Phoenix is a great place to start fresh, wholesome environment for your child and good place to reinvent yourself if you need to. I would definitely suggest looking into it further. Hope that helps.
