Why are Philadelphia homes so tacky?

Why does many parts philadelphia looks so ugly,such as the broken homes?

    because the people who live in those areas don't give a crap about anything.. they don't have concern for their own life let alone what their houses look like. then you got this dumb *** mayor that we just got rid of, John Street, who didn't do a damn thing!!! these are the same places that produce cop killers... i look at it as everyones given up on them because the community don't give a **** either...

Most of Philadelphia looks pretty good, but the bad areas have people who are extremely poor and live in houses owned by slumlords who don't care what they look like. No one picks up trash because the minute it is picked up, someone else messes again. Most people in these areas are decent and trying to survive but enough are druggies and boozers and thieve and ruin the neighborhood for everyone.
