Does anyone know the criteria is for historical landmarks?

I tried to find the answer out in Google, and all I could learn is that there are local historical councils, and they determine what is or what is not a historical site. They do this by a vote. It seems to depend on what the building was used for or whether it has architectural merit for a particular period, I couldn't find any evidence of a national or state council. Maybe you can look up the local council in your area and ask them your questions.
