In theory, you can work at 14. However there are so many restrictions placed on employers when they hire 14 and 15 year olds, most find it isn't worth the hassle and only hire those who are at least 16. And some places won't hire anyone under 18.

14 & 15 year olds, 3 hours a school night, not past 7pm 8 hours a weekend not before 6am, after 9pm no more than 18 hours a week during school year, 40 hours summer need work permit from school district 16 & 17 year olds, 8 hours a day, not before 6am, after 12am no more than 40 hours a week during school, 44 hours in the summer need work permit from school district
