Why is Philadelphia called The City of Brotherly Love?

Philadelphia spread the love free meter parking is it for center city or the whole Philadelphia city?

  • Cause I just got a ticket for not paying the meter parking in North East Philadelphia. The radio and the news said throughout the city, I want to know if they meant the whole Philadelphia city or just center city.
