Which neighborhood/area of Philadelphia is best with young children and most cost effective?

• We currently live in Berks County, but my husband might be accepting an intern in the city. We decided it would be best to relocate. What areas/neighborhoods are the safest and best to be with two young children ages 3 and 4? Also, what are the cheapest areas (what is average rent for a 2 BR?) We will be working off of a lower income to start since he is not getting paid for his internship.
